Expected Outcome

Project results are expected to contribute to all of the following outcomes:

  • Establish a long-term collaborative framework for climate change research between the EU and the African Union (AU) through the Climate Action pillar of the EU-AU Research and Innovation Partnership on Climate Change and Sustainable Energy (CCSE), co-designed by African and European partners.
  • Reduce fragmentation by aligning EU, national, and multilateral R&I efforts, increasing leverage and funding impact.
  • Equip African scientific, policy, and practice communities with knowledge, tools, and capacities to better understand, respond to, and adapt to climate change impacts, supporting science-based implementation of the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, the Nairobi Declaration on Climate Change, the international dimensions of the EU Adaptation and Preparedness Union Strategy, the Global Gateway, and the Team Europe Initiative on Adaptation and Resilience in Africa.
  • Strengthen African science visibility and improve representation of African scientists in international fora such as IPCC and UNFCCC.

Scope

The European Commission Political Guidelines 2024–2029 call for renewed impetus in the EU-Africa partnership to jointly tackle Africa’s climate challenges, including increasing climate impacts, high vulnerability, and low adaptive capacity. Addressing these challenges requires context-specific, tailored research and innovation cooperation that supports both African prosperity and European interests.

The action should:

  • Establish joint collaborative activities between the EU, the AU, their Member States, and other like-minded countries implementing the Climate Action Pillar of the CCSE Partnership. Activities should be guided by the CCSE Roadmap and priorities from the Coordination and Support Action funded under “HORIZON-CL5-2025-03-D1-07: Implementing the climate action pillar of the EU-African Union Partnership on Climate Change and Sustainable Energy”.
  • Address a broad range of climate issues under the Climate pillar, with particular focus on climate risk reduction and resilience.
  • Advance climate-related data availability, sharing, and information platforms; enhance climate services; and promote integrated knowledge approaches, including awareness-raising for vulnerable sectors and populations.
  • Leverage digital technologies to improve accessibility, usability, and impact of climate information.
  • Integrate co-design, co-development, and demonstration with end-users to enhance uptake of project outcomes.
  • Organize joint calls and ensure sufficient implementation time for co-funded projects, with an estimated action duration of 5–6 years to establish long-term sustainable collaboration.

Horizontal Requirements:

  • Promote multi-stakeholder collaboration across government, academia, research, private sector, and civil society, including valorization of results from funded and relevant activities.
  • Prioritize capacity-building for African scientists, practitioners, and other stakeholders, including skill development and researcher exchange programs.
  • Ensure geographical balance and inclusiveness through the FSTP scheme, covering a broad representation of EU Member States, Horizon Europe Associated Countries, and as wide as possible inclusion of AU Member States.
  • Implement an ambitious programme of coordination and clustering activities to create synergies, align efforts, exchange results, and organize joint actions with other Horizon Europe, EU, national, and multilateral initiatives.
  • Support the operation and international visibility of the CCSE Partnership to enhance EU science diplomacy in Africa for climate-resilient development.

It is recommended that the action draws upon lessons learned from the implementation of the Energy pillar of the CCSE Partnership.
