The objective of this tender is to deliver a Policy Lab, a dedicated capitalisation activity focused on identifying, analysing, and disseminating good practices of the New European Bauhaus (NEB) within the framework of EUI projects and activities. This lab will serve as a collaborative space for reflection, knowledge exchange, and policy development.

This initiative aims to:

  • Uncover how NEB principles are currently being integrated into urban development projects across Europe.
  • Create actionable knowledge and practical guidance for cities and practitioners seeking to apply the NEB framework.
  • Foster a community of practice among EUI projects and stakeholders interested in the intersection of sustainability, aesthetics, and inclusion.

To address the needs of the contracting authority (represented by the EUI Secretariat), this Call for Tender is open to consultancy companies applying alone or in a joint or united consortium for the purpose of this knowledge management activity. The focus of the study, as well as the expected tasks and outputs, are described in detail in the Terms of Reference.

Scope of Work

The selected contractor will be expected to design and facilitate a participatory Policy Lab that brings together relevant stakeholders, including representatives from EUI projects, urban practitioners, NEB experts, and policymakers. The core activities will likely include:

  • Desk Research and Analysis: Identifying and reviewing EUI projects and activities that demonstrate elements of the New European Bauhaus.
  • Stakeholder Mapping and Engagement: Identifying and engaging key actors to participate in the Policy Lab workshops and discussions.
  • Facilitation of Co-Creation Workshops: Designing and delivering interactive workshops (potentially both online and in-person) to facilitate knowledge exchange, deep-dive into specific case studies, and co-develop recommendations.
  • Development of Capitalisation Outputs: Synthesising the findings and discussions into practical resources, such as:
    • A comprehensive report on NEB good practices in EUI projects.
    • Case study compendiums.
    • Practical toolkits or guidelines for cities.
    • Policy recommendations for integrating NEB principles into future urban development funding and strategies.
  • Dissemination and Communication: Presenting the findings at relevant EUI events and through its communication channels to ensure wide reach and impact.

  • Deadline for Submission of Applications: 26 February 2026 at 12:00 (CEST)

  • Publication of Answers: No later than 24 February 2026, a written answer to all questions will be provided to all candidates duly registered on the platform, in accordance with art. 13 of the Rules for Tender.
