Description

Overview

The European Union (EU) has launched a Call for Proposals to support economic transformation, socio-economic inclusion and sustainable solutions for internally displaced persons (IDPs) and host communities in Ethiopia.

With an indicative total budget of €9 million, the call aims to strengthen economic opportunities in conflict- and migration-affected regions while improving national policies and programmes addressing internal displacement.

The initiative forms part of the EU’s development cooperation under the Sub-Saharan Africa Programme and seeks to support integrated approaches combining market systems development, institutional coordination and durable solutions for displacement-affected populations.

Call Objectives and Priorities

The call focuses on two complementary specific objectives.

Specific Objective 1: Enhancing Economic Transformation in Conflict- and Migration-Prone Regions

This objective aims to strengthen economic opportunities and market systems in Tigray, Somali, Gambella and Benishangul-Gumuz.

Proposed interventions should contribute to inclusive economic development, improve livelihoods and strengthen the socio-economic participation of displaced populations and host communities. Particular attention is given to locally relevant market opportunities and sustainable economic transformation.

Specific Objective 2: Strengthening IDP Policy and Programming

The second objective focuses on strengthening national policy frameworks, institutional coordination and programming for internally displaced persons across Ethiopia.

Activities should contribute to more effective displacement responses, evidence-informed policymaking and sustainable approaches to supporting IDPs and affected communities.

Proposals must address both objectives through an integrated intervention.

Who Can Apply?

The call targets organisations with relevant experience in socio-economic inclusion, durable solutions for displaced populations, institutional development and policy dialogue.

Potential participating organisations include NGOs, international organisations, research institutions and other relevant entities. The lead applicant must be a non-profit legal person and meet the eligibility requirements established in the official call guidelines.

Applicants should demonstrate relevant operational experience in the targeted Ethiopian regions, alongside expertise in EU grant management, territorial coordination and financial support to third parties (FSTP) schemes.

Consortium applications are encouraged, particularly where partnerships bring complementary technical expertise, local implementation capacity and institutional knowledge.

Applicants should consult the official Guidelines for Applicants to confirm the legal eligibility requirements, partnership arrangements and financial conditions.

Funding and Project Duration

The call has an indicative total budget of €9,000,000, available through EU action grants.

Selected projects are expected to run for 36–40 months, allowing sufficient time to implement integrated economic development and policy-strengthening activities.

The funding available per grant, co-financing requirements and eligible expenditure conditions should be verified in the official call guidelines.

Expected Outcomes

The call aims to improve economic opportunities and strengthen the resilience of displacement-affected populations and host communities in Ethiopia.

Expected results include more inclusive and functional local market systems, improved livelihood opportunities and stronger coordination among institutions and organisations supporting socio-economic development in conflict- and migration-prone regions.

At the national level, the initiative seeks to strengthen IDP policy development, institutional capacity and evidence-based programming, contributing to more sustainable and coordinated responses to internal displacement.
